If I were you since there is no way to go further than state level....I would google consumer complaint websites and post a verydetailed complaint on each and every one I found - including the well known Better Business Bureau, and Consumer Reports.

We suffered a loss on June 11th, 2010. We then filed a claim by June 14th the following Monday. We then proceeded to submit paperwork and information to the insurance company as they requested. An investigation on the claim ensues and finally concludes in September 2010 that we were not at fault for the incident. Fast forward, to December 2010 we are being ignored by the insurance company we filed a claim to. No approval, denial or any communication as to what is happening with our claim.

On this site, click on the 'In Your State' link on the top menu and choose your state. At the bottom of your state's page there is contact information for your state insurance authority. Call them and ask them how to file or register a complaint against your insurance company. You can also contact your insurance company and attempt to speak with the head of the claims department to discuss the inappropriate actions of the investigator. You're more likely to see action if you go through your state insurance department consumer affairs division than from your insurance company. The investigator may be a private contractor that is not an employee of the insurance company, so your insurance company may not be able to take any action.

That's unfortunate. Individual states are responsible for policing the companies that are admitted to write in each state, so there isn't really a federal recourse. Your options, according to the Georgia Office of Insurance, are:

If you disagree with the Department’s response to your complaint contact the Consumer Services Division and ask to speak with a Supervisor.

You may wish to consult an attorney to discuss your concerns. You may also request alternative dispute resolution (ADR) to settle disputes with your insurance company on property claims. ADR uses techniques such as mediation with a neutral third party to help settle a dispute outside a formal court of law.

Sometimes state insurance departments are not able to solve all issues with insurance companies, so an attorney may be your only option.

Thanks for what you are trying to do here. However, I have filed complaints with the Georgia state insurance office against California Casualty and Standard Insurance and they offer no help. About the auto insurance problem, they said get an attorney which would cost too much for a $1,500 problem. Concerning disability insurance, Oxendine's investigator said they couldn't mandate Standard to pay up. If the insurance office only parrots the insurance company what can you do? Is there any federal office that is a recourse for such matters?
Thanks for your time. Roger White
